Free, portable IRC client for Windows
Irssi
Terminal IRC client for Unix systems
About Irssi
Irssi is a terminal-based IRC client for Unix-like systems. It is modular and extensible through Perl scripts and plugins, and also supports the SILC and ICB protocols via plugins. Its small footprint and scriptability made it the default choice for running a persistent IRC presence on a shell server, typically inside screen or tmux so sessions survive disconnects and can be resumed from anywhere.
